Statewide Projects
SVC provides expert guidance on implementation of new statewide legislation, including development of new policies and procedures. SVC conducts outreach and facilitates stakeholder forums to support the implementation of new legislation, policies, and procedures. In addition, SVC plans and facilitates collaborative efforts among stakeholders, including legislators, State and county agencies, practitioners, advocates, parents, and youth.

SVC was a lead consultant for the California Department of Social Services, Child and Family Policy Institute of California, Stuart Foundation, and Walter S. Johnson Foundation, in the implementation of the statewide system to extend foster care for youth from 18-21 years (AB12).

SVC was a lead consultant for the development and implementation of the CCR with a focus on the Resource Family Approval Process. Working with the California Department of Social Services, Chief Probation Officers Association of California, County Welfare Directors Association, Child and Family Policy Institute of California, California Institute of Behavioral Services, Counties, Advocates, and stakeholders to facilitate the development of necessary policies and procedures. SVC organized a series of convenings at the regional and county levels to support implementation of statewide system changes.

SVC facilitated implementation of AB 1790 legislation to require therapists providing services to families to be adoption and permanency competent. We brought together numerous stakeholders including adoptive parents, care providers, therapists, adoption staff from private and public agencies, and caregiver advocacy consortiums to develop a process and policies.

SVC planned and facilitated collaboration among multiple agencies to develop an MOU (re: AB2083) for serving children and youth in foster care.

SVC provides process design and facilitation for statewide forums to inform legislators on complex issues in need of legislative action.
State Senator Holly Mitchell, now member of County of Los Angeles Board of Supervisors, worked with SVC in the development of forums on poverty, and childcare. These two-day events included numerous participants, including youth and parents with lived experience to further the discussion on these important topics.
SVC facilitated two meetings for the Blue-Ribbon Commission on Early Childhood Education (November 2019) that set the goal to plan an early learning system centered around the needs of children, families, and providers, and to develop an aspirational vision with strategic solutions to improve outcomes for young learners in California. The plan included investments and broad system change proposals to remove systemic obstacles and barriers families face as well as targeted proposals with a focus on disparities including those based on race and ethnicity, immigration status, language, geography, homelessness, poverty and deep poverty, disability, special health care needs, and involvement in the Child Welfare System.

SVC provides expert technical assistance from the consumer perspective on the creative development, design, and review of technological solutions designed for human service agencies.
SVC provided technical assistance to Accenture for their proposals for the California Statewide Automated Child Welfare Information Systems (SACWIS).
