Families First Prevention Services Act

The Family First Prevention Services Act (FFPSA) provides an opportunity to transform the child welfare and juvenile probation system into a prevention focused organization that engages families and their communities as active partners in identifying and meeting children’s and youth’s needs.  SVC has collaborated with child welfare and probation agencies in San Joaquin, San Benito, Fresno, Kern, Kings, Merced, and Yuba Counties to develop partnerships with community-based providers, other county agencies, and local community networks, to develop greater prevention strategies within their Comprehensive Prevention Plan and implementation that helps each child, youth, and family realize their full potential. 

Implementation

SVC has continued to work with several counties in FFPS implementation by assisting in the development of internal processes, planning, and service delivery.  

  • SVC has been successful in engaging communities, building trust, and empowering the voices of people with lived experience.

  • SVC utilizes quantitative and qualitative data to inform target populations and the service arrays that meet the needs of the population in type and scope.

  • SVC is well versed at researching and utilizing Evidence Based Practices and services that best align with the needs of children identified at imminent risk of entering foster care, youth who are pregnant/parenting, and families.

  • SVC has been successful in supporting counties to identify all available funding streams, including the State Block Grant, to develop projections for building out proposed prevention services.

  • SVC can identify the essential resources that are already available within the community and connect them to one another to address community issues.  

  • SVC can gather and report accurate information that is representative of the needs of a community and the gaps in services to meet those needs.
